The National Institute of Environmental Research(NIER) has been committed to supporting the development of Korea’s environmental policy and institutions, addressing urgent environmental issues and leading environmental research. In particular, the Transportation Pollution Research Center(TPRC) performs multi-faced research on air pollution by mobile sources and provides science-based supports for national environmental policy. Our research topics focus on improving air quality through vehicle emissions management in various road and actual driving conditions. We also contribute to promoting the establishment of emission and noise standards for road and non-road mobile emission sources. Furthermore, we are playing the role of the meeting for global technical regulations of vehicle tests for certification and post-management of vehicle production. In the last years, there have been many illegal actions regarding forgeries of official documents for the emission and noise certification of vehicles. The forgeries of test reports or data manipulation frequently occur, which can be attributed to simple creation process. For instance, vehicle and engine manufacturers selling diesel vehicles and engines equipped with software devices that manipulate emission level, achieving the emission and noise certification of the vehicle with illegal manipulating test results, falsifying gaseous emission document, changing vehicle’s emission parts without reporting, and so on.

To end this circumstance, we have newly inserted a simple process for detecting forgery of test reports and data manipulation of the results on the homologation process. The process is as follows;
After reviewing values of vehicle test reports or files enclosed in the email that we send, reply your opinion. If you do NOT find any doubts in the test data or the attached document, please send me email with “Correct”. Otherwise, reply with “mismatching of data”. Because our email system provides you with the highest level of security, your reply associated with confirmation of counterfeit fraud will be securely protected.
